Professionals with training and expertise in special education services implement the federal Individuals with Disabilities Education Act, Part B. support the educational needs of young children and families, birth to five years of age. Early childhood special education professionals provide training and serve as a resource to early childhood providers in community settings such as preschool, child care and Head Start programs to meet the developmental learning needs of young children. Programs may receive Program for Infant & Toddler Care (MI-IV, 40 hour series) and Module V (disabilities) through Child Care Resource & Referral. Regional CCRR Infant Toddler Specialists provide consultation to programs as requested. Staff who complete the series receive a stipend ($200).                                                                                                                                                                   Programs may also take the PITC (MI-V series, 50 hours) for 3 graduate credit hours through a CCRR partnership with Heartland and Grant Wood AEAs. Additionally, nine colleges and universities have PITC certified faculty who embedded the content and strategies into their undergraduate programs.                                                                 USDA Rural Development staff and over 40 architects were trained on the environments lessons so that philosophy of care would be inherent in program design to support best practice.

Foster parents are required to receive six (6) hours of training annually to renew their foster care license. All renewal training hours must be completed prior to the family's license renewal date.
